University Tun Mahathir -Can we build an elite university?

As one of Malaysian citizen who really appreciate what Tun has done to our country, I wish that government would be able to set up a university and name it as University Tun Mahathir. This university should become an elit university like Harvard Business School in US, The Oxford or Cambridge of UK.
Based on current scenario, Malaysia has too many public Universities but no one can be classified as grade A or elite university. Long time ago, University Malaya was proudly well known as the best university in Malaysia but now it already become as one of ordinary public university.
Government should restrict entry to this university by implementing very tough and high standard exam to ensure only qualified students can enter the university. This is to ensure that the university will produce the best student in Malaysia and recognised globally. If Malaysia can spend millions of ringgit to sponsor our students to enter the best unversities around the world why don't we invest our money locally?
